While police officers Kim Moo-chan (Park Hae-jin) and Joo Hyeon (Lim Ji-yeon) are tracking down Gaetal, who along with murderer Kwon Seok-joo (Park Seong-woong) held an unprecedented national death penalty vote, high school teacher Lee Min-soo (Kim Kwon) is involved in a national death penalty vote. He quickly emerged as the central figure in the incident.


Meanwhile, police officer Joo-hyeon has been guessing who will be eligible for the national death penalty vote through a letter sent to Kwon Seok-ju by the 'No. 1 fan', who is presumed to be the instigator of the 'gaetal'. Thanks to her sharp analytical skills, the police were able to move quickly and arrest Jeong Jin-wook (played by Lee Wan), who was trying to kill the third person eligible for the death penalty vote. The person that Joo-hyeon is paying attention to as the prime suspect of being a 'gaetal' and 'number one fan' is Lee Min-soo.


Lee Min-soo is also connected to the murder of Kwon Seok-ju's daughter eight years ago. The viewers' attention is focused on whether he is really a 'gaetal' and 'number one fan.'


Meanwhile, on the 11th, the production team of 'National Death Penalty Vote' revealed the moment of confrontation between police officer Joo-hyun and suspect Lee Min-soo ahead of the 8th broadcast.
